California State Controller John Chiang has warned that without a balanced budget in place by July 1, he will begin using IOUs to pay most of the state’s bills. On June 25, California Governor Arnold Schwarzenegger rejected a plan that would save the state $3 billion by cutting school spending, saying he would rather see the state issue IOUs than delay the funding problem with a piecemeal approach. The state’s total budget deficit is $24.3 billion.

The United States has re-approved its Israel loan guarantees program, subject to meeting fiscal targets, Israel’s Finance Ministry said on Tuesday.The move comes amid the most serious rift between Israel and its main ally in more than a decade due to disagreements over settlement building in the West Bank, land Palestinians seek for a future state.”Re-approval of the loan guarantees shows significant faith in Israel’s economy by the U.S. government,” Yarom Ariav, the Finance Ministry’s director-general, said in a statement after signing the agreement.

Earlier in the decade, to help Israel deal with a recession caused by a global downturn and a wave of Palestinian suicide bombings, the U.S. in 2002 provided a package of $billion in loan guarantees, where Israel could sell bonds internationally with the backing of the United States.
The guarantees have been instrumental in sovereign ratings upgrades by credit ratings agencies.
Israel still has $3.8 billion left to use by 2011 after already issuing $4.1 billion in bonds backed by the U.S. and a e1.1 billion deduction for Israeli settlement building and concerns over a security fence in the West Bank.
Israel would only be able to use up to e3.2 billion in 2009 but another $333.3 million will be released in 2010 and another $333.3 million in 2011if Israel sticks to its fiscal targets.
Under the deal with the United States, Israel must meet a 2009 budget deficit target of 6 percent of gross domestic product and keep fiscal spending to 3.05 percent above 2008 spending, and, in 2010, Israel’s budget deficit cannot exceed 5.5 percent of GDP while state spending cannot be 1.7 percent above 2009 levels.
Those targets are the basis of Israel’s 2009 and 2010 budgets, which lawmakers are expected to approve in the next few weeks.

Israel also has to present a roadmap for a new medium-term fiscal rule that would guide spending growth and deficits through 2015 while progress on privatization of state-owned seaports and the electricity sector must continue.

The U.S. and Israel agreed to expand a partnership in energy and technology research and development activities and in 2010, Israel will be required to improve intellectual property rights protection.

According to the deal, the guarantees amount may be reduced for activities “the president of the United States determines are inconsistent with the objectives and understandings reached between the United States and State of Israel regarding implementation of the loan guarantee program.”

Following the Spirit.

I have just sent two messages to Greta recommending that they broadcast a Mayday reporting piracy, and requesting assistance from any armed ships in the area. Such a report imposes a legal obligation the IDF to render assistance.

It may not produce much, but a distress call was all it took for the IDF to call off the attack on USS Liberty years ago.

And, a maritime distress message relayed to a sovereign state which have resources in the area imposes legal responsibilities to aid and investigate the incident, and to render assistance if within reasonable distance.

I suspect that there are other naval resources somewhere in the area and with the recent warm-up of piracy attacks and the information disseminated on USS Liberty, this may be a sensitive topic in many Foreign Ministries, and Cabinets.

All it would take to get Spirit into Gaza unhasselled is a flyover…. or a foreign voice papering on the tactical frequencies upon which the IDF is communicating with Spirit.

President Barack Obama’s fiscal year 2010 budget request for $2.775 billion in military aid to Israel is proceeding smoothly through the Congress. On June 17 the House Appropriations Subcommittee on State, Foreign Operations, and Related Programs held a “markup” session on the budget. The subcommittee came under pressure from an antiwar group that sought to suspend or condition foreign aid over Israel’s use of U.S. weapons that left 3,000 Palestinians dead during the Bush administration. The subcommittee held its session in a tiny Capitol room, denying activists and members of the press access to determine whether there was any discussion on aid to Israel. The budget quickly passed and is now before the full House Appropriations committee.

Israel enjoys “unusually wide latitude in spending the [military assistance] funds,” according to the Wall Street Journal. Unlike other recipients that must go through the Pentagon, Israel deals directly with U.S. military contractors for almost all of its purchases. This gives the U.S.-based Israel lobby, particularly the American Israel Public Affairs Committee (AIPAC), increased influence on Capitol Hill. Large contractors proactively segment many military contracts across key congressional districts to make them harder to oppose. The military contractor fight for Israel’s favor frees up AIPAC from shepherding the massive aid package to dedicate its considerable resources toward Iran sanctions.

Iran’s current political divisions can be traced back to a controversy nearly three decades ago when Iran faced war with Iraq and became entwined with U.S. and Israeli political maneuvers that set all three countries on a dangerous course that continues to this day.

In the election dispute now gripping the streets of Tehran, Iran is experiencing a revival of the internal rivalries born in the judgments made in 1980 and later that decade about how and whether to deal with the Little Satan (Israel) and the Great Satan (the United States).

Former Prime Minister Mir Hossein Mousavi, who claims he is the rightful winner of the June 12 presidential election, was part of the group (along with his current allies former President Ali Akbar Hashemi Rafsanjani and former House Speaker Mehdi Karoubi) that favored secret contacts with the United States and Israel to get the military supplies needed to fight the war with Iraq.

WASHINGTON — The Obama administration is moving forward with plans to fund groups that support Iranian dissidents, records and interviews show, continuing a program that became controversial when it was expanded by President Bush.The U.S. Agency for International Development (USAID), which reports to the secretary of state, has for the last year been soliciting applications for $20 million in grants to “promote democracy, human rights, and the rule of law in Iran,” according to documents on the agency’s website. The final deadline for grant applications is June 30.
